‘Young needed in rural areas’

PA Wellington . More people could be persuaded to settle in rural areas if local authorities adopted more enlightened policies, says the Deputy Prime Minister (Mr MacIntyre). In his first major address since he underwent heart surgery, Mr Maclntyre told the annual conference of the Counties’ Association that positive steps, such as more liberal subdivision, would encourage young people to stay in rural areas.

He said that last year he had conducted a survey of development potential in different New Zealand districts.

“I was amazed at the wide variations that the survey revealed in the attitudes of local authorities towards subdivision of land and the encouragement of alternatives to our historical farming patterns,” he said. Mr Maclntyre said that one authority held that the minimum area for an “economic unit” had to be 40 hectares, while others had no restrictions but were treated each application on its merits.

Local authorities had the freedom under the Town and Country Planning Act, 1977, to show greater flexibility towards land use, Mr MacIntyre said.
