Ambassador Blum, of Israel, said that the council might pretend the Israeli military operations "came ■ out of the blue.’" But since last July, he said, there had been about 150 acts of terrorism instigated by the P.L.O. against Israelis and Jews in Israel and elsewhere, including Athens, Vienna. Paris and London. He said that the P.L.O. often denied responsibility for its actions and hid behind organisations which it invented for the purpose. It also deliberately established bases in civilian areas, resulting in civilian casualties which Israel regretted. Mr Blum said that if Lebanon was unwilling or unable to prevent the harbouring of P.L.O. guerrillas, it must be prepared to face the risk that Israel would . take necessary countermeasures. The Israeli Ambassador. Mr Shlomo Argov. remained in a critical condition yesterday. A surgeon said that Mr

Argov might be left paralysed down the left side after Friday’s attempt on his life — if he survives. Mr Argov was shot through the head as he left a London hotel. A neurosurgeon, Mr Norman Grant, told a news conference that he could not say whether Mr Argov would live. Three Arabs have been arrested after the shooting of Mr Argov and have been charged with attempted murder. They will appear in court today. A spokesman said that Ghassan Hasan Ahmed Said, aged 22, a Jordanian student, had been charged with attempting to murder the Ambassador and a British ' policeman. Marwan al Banna, aged 21. a Jordanian student, and Nowaf Nagib Miflih Rosan, aged 36, an. Iraqi merchant, were also charged with the attempted murder of Mr Argov. A Syrian arrested on Friday had been released, but an Iranian was still being held. He was not likely, however, to be charged in connection with the attack.
