Plan for new tenants’ policy
PA Wellington Labour's Policy Council will be asked by the party’s housing spokesman, Mr M. K. Moore (Papanui), to approve a new policy of tenant and landlord rights. Mr Moore said that the policy he proposed would include an independent body to hold bonds, a rent appeal body in the style of small claims courts, and co-opera-tive housing for ownership and rent. The shortage of adequate housing stock was "playing
into the hands of unscrupulous landlords.” “There should be no need for this kind of bureaucracy, but until the supply of accommodation somewhere near matches demand, we must ... do away with the opportunity some people have to use privileged positions to exploit those who have nowhere else to live." he said. The present situation was reminiscent of the early 19705. In one recent case a landlord had tried to charge three Singaporean students $176 each for a week’s board.
