Botha’s plan for power-sharing

NZPA-Reuter Cape Town The South African Prime Minister (Mr Pieter Botha) told the whites-only Parliament yesterday that the Coloureds (people of mixed race) in the country would have to share joint decisionmaking and responsibility in government. Mr Botha spelt out for the first time the procedure for finding a solution to the problem of granting political rights to the 2.5 million Coloureds. The President's Council, an advisory body charged with drawing up a blueprint for a new constitution, is expected to report later this year.

Mr Botha said his ruling National Party would consider the council's proposals and then seek the approval of white voters for the changes in a referendum. “At all levels there will have to be joint deliberation, joint responsibility, and that means joint decision-mak-ing,” the Prime- Minister said.
