Sir,—J. De Wit refers to the brief report of my speech to the Canterbury Promotion Council. In advocating community involvement in irrigation on the central plains, I pointed to the substantial benefits that would accrue to the region and its people. The full text of the points raised by your correspondent was: "The possibility of widespread irrigation on the central plains from the underground resource is remote. The ability of individual farmers to explore for water and finance the development is over-estimated by most people. Farmers individually do not necessarily have the financial or managerial resources to enable them to proceed with development programmes.
