Department cuts

Sir,—lt is almost unbelievable to me that the head of a department faced with pruning the expenses of his department, has to start with the tea lady. So the Government wants a 3 per cent cut in expenditure and the tea lady has to go. Why not start pruning from the top like any good gardener would.
