N.Z. over-regulated, says Minister

New Zealand is over-regu-lated, says the Minister of Housing and member of Parliament for Rangiora, Mr D. F. Quigley. Addressing a meeting of about 200 people in Rangiora, Mr Quigley said he believed that New Zealand needed a Bill of Rights and/ or a written constitution. There were too many rules and regulations, he said. New Zealand could get by with less. He knew a lot of people who felt that the Executive had too much power, but this was a matter for debate. However, he felt that a Bill of Rights or a written constitution might help.

While he believed in freedom of speech, he was not in favour of politicians influencing the Judiciary in the penalties they imposed, said Mr Quigley, in reply to a question on whether he agreed with criticism by the Prime Minister (Mr Muldoon) and a colleague about penalties imposed on protesters by a court after the Springbok tour. However, Mr Quigley said he believed that the comments made would not have influenced judges who. had all the evidence of the cases before them and who had made their decisions on that evidence.
