Fraser view of accord

NZPA London The Australian Prime Minister (Mr Fraser) has said that his Government interpreted the Gleneagles Agreement in a different wav from New Zealand.

Speaking in a television interview in London, he said. “We withhold visas from people representing South Africa as a team: not from individuals.”

The Prime Minister (Mr Muldoon) has said that Mr Fraser agrees with his interpretation of the agreement. Mr Fraser said he did not agree that the agreement was a dead letter because of differences in interpretation. It had been born out of a consensus within the Commonwealth. Mr Fraser said. "That again indicates how the Commonwealth has a capacity to respect differing views but at the same time to advance something which is important in helping to defeat the vile unconscionable practice of apartheid."

He did not believe that the Springbok tour of New Zealand would "tear things apart" at the Commonwealth Heads of Government meeting which he will chair in Melbourne. As it had demonstrated in the past, the Commonwealth did not run away from difficult issues.
