Zambian problems

Sir,—Re your article on Zambia (May 30). Zambia, like

many of the other black major-, ity rule countries in Africa, is suffering from gross mismanagement. By consistently offering and giving aid to a nation, it only offers delays for selfresponsibility. Rhodesia was almost totally self-sufficient with good trade to create surpluses. Now Zimbabwe is demanding aid. Say someone in the street approached me and said: “I’m not organised enough yet to produce. I demand some of your money to help me out.” If I gave him money and found out later he had spent it irresponsibly, had done nothing to help his situation, would I be willing to meet his repeated demands for more money? Loans wilj not help Zambia. They will only delay the inevitable suffering. What is needed is encouragement for the individuals in that country and neighbouring countries, to produce. The potential is there. —

Yours, etc., DIANNE FOSTER May 30, 1981.
