Clyde dam

Sir,—Putting the Clyde dam construction to tender is consistent with Government private enterprise policy but the decision is an illogical one. A year ago the Prime Minister said that it could not be proved that major hydro works could be done any better or cheaper by contractors. A progressive programme of works and development is one key to getting the economy on the move. Both the M.0.W., and M.O.W. construction force have important roles. The M.O.W. is a consultant, adviser, manager and provider of professional services for the Government. The construction force is not merely a work force. It provides checks on construction costs, undertaking work in unpredictable conditions where costs and risks are high, pioneers new technology, and techniques, and is available for use in emergencies. A private contracting force could add millions to the cost of a project, including profits to invested interests, resulting ultimately in farmers, manufacturers, consumers paying more for electricity..-yours, etc., H.
