Ministers to hit back

North Atlantic Treaty Organisation European Defence ' Ministers decided yesterday I to go on the offensive against criticism in the United States about the size of their contribution to Western defence.
They agreed to intensify a ■ campaign to counter oftenheard complaints that welloff Western Europe did not 'bear its fair share of the burden, sources at their meeting said. The s Ministers, meeting : ahead of a full session today iof the N.A,T,0.-Defence i Planning Committee, be- , lieved their contributions should not be measured only in financial terms — whether ; they reached the target of a real 3 per cent increase in 1 military budgets.
Cost effectiveness and manpower level should also be taken into account, the Ministers said.
