Sir, — When Mr Birch denies that the electricity, consumer will have to pay for?- the building of the Clutha power scheme, he is ignoring the dimension of time. In 20 years, he will be able to look back and may, br may not, be able to claim that the return from the smelter paid for the dam. Meanwhile, the dam is to be built now but the returns cannot be realised until the smelter is on line. It is inevitable that today’s consumer must pay for the dam. Whether he will ever recover those payments, by effectively being supplied with reduced-rate power in the future, is very debatable. The National Party’s 1980 publication, “Energy,” admits that the “steep rises in the cost of electricity for the consumer” since 1975 mean that there is “some cash left over to put towards the cost of new stations and equipment.” — Yours, etc., R.
