President Carter has! signed legislation forbidding! the police to conduct uqan-i nounced searches of report-j ers’ files and notes except; under exceptional circumstances. The bill was ap-l proved by Congress after! the police raided the news-! room of the "Stanford; Daily," a student at Stanford Uni-ersity in| California, without a sub-! poena and searched files fori evidence to support a criminal investigation. Such searches can be conducted now only if the police be- - lieve the person who has the wanted material committed ai criminal act, immediate seizure is needed to prevent death or serious injury, ad-1 vance notice would lead to destruction of material, or material has not been provided in response to a subpoena. Mr Carter said the new law protected civil liberties without hampering legitimate law-enforcement investigations.—Washington.
