A high-level Laotian delegation has arrived in Bangkok for talks aimed at persuading Thailand to reopen their Mekong River frontier, but Thailand appears to be digging in its heels. The Thai Prime Minister (General Prem Tinsulanonda) reiterated that .Thailand considered itself the aggrieved party and would lift the virtual economic blockade only after Laos took responsibility for the incident that sparked it, an attack on a Thai patrol on June 15. The border closing has cut landlocked Laos from its main supply route to the sea, causing reported food shortages and straining relations to their lowest ebb since the 1975 Communist victories in Indo-China. — Bangkok.
