Russia proposes troop cuts

NZPA-Reuter Vienna The Soviet Union yesterday offered what it described.as a big concession to the West on troop reductions in Europe. A Soviet diplomat, Nikolai Tarasov, said that if the United States would agree to withdraw 13,000 men from its land forces in Central Europe, Moscow would pull out 20,000 troops, in addition to 20,0 CT being withdrawn from East Germany. Mr Tarasov made the suggestion at the 243rd plenary session of the troop reduction conference of North Atlantic Treaty Organisation

and Warsaw Pact countries. A Western spokesman told reporters that N.A.T.O. nations would study the proposal but added: "This is not a comprehensive approach. The proposal covers o-ly certain specific issues.” He said as long as discrepancies existed between Western and Eastern estimates of Communist forces in Europe, it would be difficult to assess the real value of the move.

The Warsaw Pact says it has about 805,000 ground troops deployed in Central Europe. N.A.T.O. estimates that this is more than 150.000 short.
