NEWS / New Zealand \ Owing to increased postal rates, Christchurch Branch Y.H.A. has been forced to discontinue publication of "CANTERBURY HOSTELLER," the newsletter which has been sent to Branch members since its inception over forty years ago. This monthly advertisement will take its place. Last week's Branch A.G.M. on May 2 was the first held under the provisions of the new Constitution adopted by the Association's National Annual Meeting in 1979, which streamlines administration throughout the Association. Before the meeting, a concentrated "phone-up" campaign was conducted to encourage members to attend. A new committee was elected to manage the Branch's affairs for the ensuing year. Royal Commission to Inquire Into and Report Upon the Circumstances of the Convictions of ARTHUR ALLAN THOMAS for the Murders of DAVID HARVEY CREWE and JEANETTE LENORE CREWE. NOTICE IS HEREBY GIVEN 1. THAT the terms of reference of the said Royal . Commission are—1, Whether the investigation by the Police into the deaths of David Harvey Crewe and Jeanette Lenore Crewe was carried out in proper manner; and, in particular—(a) Whether there was any impropriety on any person’s part in the course of the investigation or subsequently, either in respect of the cartridge case (Exhibit 350) or in respect of any other matter? (b) Whether any matters that should have been investigated were not investigated? (c) Whether proper steps were taken, after -■ the arrest of Arthur Allan Thomas, to investigate any matter or information, if any, which suggested that he was not responsible for those deaths? 2. Whether the arrest and prosecution of Arthur Allan Thomas was- justified? 3 Whether the prosecution failed at any stage . to perform any duty it owed to the defence in respect of—(a) The disclosure of evidentiary material which might have assisted the defence? (bl Any other matter? ' 4. Whether, in respect of the jury list for either trial — (a) The Crown or the Police or the defence obtained preference in respect of the time at which the list was supplied? (b) Any persons named on the list were approached by representatives of the Crown or the Police or the defence before the iury was' selected? (cl Anything was done otherwise than in accordance with normal practice or was improper or was calculated to prejudice the fairness of the subsequent trial? 5. Whether, after each trialfa) The Crown or the Police made an adequate investigation into new matters, it any, which mav have related to the deaths of David Harvey Crewe and Jeanette Lenore Crewe or to the trial and which were placed before the Crown or the Police bv any person or persons? (b) Any relevant facts became known to the Crown or the Police which were not known to them at the time of the trial? - 6. What sum. if any, should be paid by way of compensation to Arthur Allan Thomas following upon the grant of the free pardon. 7. Such other matters as are directly relevant to the matters mentioned in paragraphs 1 to 6 of these presents: But nothing in paragraphs 1 to 7 of these presents shall empower you to inquire into or report upon the actual conduct of the trials, whether by the Courts or on the part of the Crown or the defence. 2. THAT the Commission is required to report to His Excellency the Governor-General its findings, opinions and recommendations, not later than 31st day of January, 1981. 3. THAT the Commission proposes to hold its preliminary meeting, which will be open to the public at ’lO.OO a.m„ on Wednesday, 21st day of May, 1980, in the No. 1 Boardroom, 4th Floor, Southern Cross Building, Cnr High and Victoria Streets, Auckland, New Zealand. • At this sitting the Commission will—(a) determine the procedures which it will follow in the conduct ,of its hearings (b) determine who will be appearing in the course of proceedings (c) determine what will be the scope, extent and general nature of the material likely to be presented to the Commission. The Commission will then adjourn and will subsequently conduct public hearings at dates and venues of which public notice will be given. 4. THAT the Commission inyites interested persons and organisations to make representations or present evidence to it on all or any of the matters which form the subject of its terms of reference. It is desirable that local branches or offices of organisations which have a national body should make representation through that national body. 5. THAT those persons, or organisations wishing ' to make submissions should send their submission to: The Administrator, Royal Commission on the case of Arthur Allan Thomas, C/- Tribunals Division, Private Bag. Postal Centre, ■ Wellington, New Zealand. 6. THAT the Commission will later determine the ' date by which submissions should be forwarded. Those who find further time necessary should then apply for an extension. It is the Commission’s request that each person or organisation wishing to make submissions, should send to the Administrator, twenty (20) copies of their submission, and the name of the person by whom the organisation will be represented should also be stated. ! - ' J.
