Iran must promise not to execute Shah
NZPA-Reuter Teheran Iran must undertake not to execute the deposed Shah if its. case to have the former monarch extradited from Panama is to succeed, a Panamanian lawyer assisting the Iranian Government has said. The former Panamanian Justice Minister, Juan Materno Vazquez, asked at a news conference if the Iranian authorities would be obliged to say they would not execute the Shah in order to secure his extradition, replied: “That is correct.”
Panamanian law refuses to allow the extradition of anyone to face a charge for
\ >ich thev may be executed. Mr Vazquez, who arrived in Teheran at the week-end, added he- had not yet discussed the question of the death penalty with them. He -refused to say whether he would suggest to the authorities that a guarantee by given not to execute the Shah.
Mr Vazquez, who is helping Iran to prepare its case against the Shah, said his visit was not linked to the arrival of the United Nations Commission to investigate the deposed Shah’s rule.
He said he would take no part in the commission’s hearings, but he added that the commission’s findings
could be used in the case for the Shah’s extradition In Panama City, the pre.ent Justice Minister (Mr Ricardo Rodriguez) has said that extradition proceedings have not yet been opened in Panama against the deposed Shah.
The Panamanian President (Mr Aristides Royo) said last month that Iran had 60 days to present its case for the extradition of the former Shah, now living on the resort island of Contadora off Panama.
Mr Rodriguez told reporters that his Ministry had not received any formal application from Iran which wou?d enable him to initiate proceedings.
