NZPA Paris Kevin Keegan, the British soccer star who plays for S V Hamburg, of West Germany, was named the European “Footballer of the Year” yesterday for the second consecutive year. The international judges, voting for the magazine “France Football” obviously .found the former Liverpool I star in a league of his own (giving him 118 votes out of a possible 130.

Keegan, aged 28, who joined Hamburg in 1977, is only the second person to win the player of the year honour two times .running — the Dutch star. Johan Cruyff, won in 1973 and 1974. after taking the award for the first time in 1971.

Second behind Keegan was the West German, Karl Rummenigge. who plays for Bayern Munich, and third vas Ruud Krol, of the Nethrrlands, who plays for Ajax.
