I The letter said that the; fault lay in the time taken; by the Ministry of Energy to* process applications for ex-'i tensions to quotas. “Many young farmers and! new contractors with rapidly! expanding businesses are;i finding themselves without' i sufficient fuel to establish!; spring crops,” the letter says.'l
