Papaya I County Council THE TOWN AND COUNTRY PLANNING ACT 1977 PUBLIC NOTICE OF PROPOSED CHANGE TO COUNTY OF PAPARUA DISTRICT SCHEME PAPARUA County Council has prepared a proposed change to the District Scheme under Section 55 of the Town and Country Planning Act, 1977. The following is a summary of the proposed changeCHANGE NO. 24: Areas subject to noise exposure from the activities of Christchurch International Airport. Change Number 24 replaces Proposed Scheme Change Number 1 which was to introduce the Rural I and 2 zones, Change Number 1 was advertised in November 1975 but did not proceed to a hearing because a similar change to the Waimairi County District Scheme was taken to the Supreme Court and the Court of Appeal on a point of law. The decisions have now been given in favour of Waimairi County. Change Number 1 could not have proceeded because: (a) Some of the provisions in it relating to houses were similar to those which were disallowed by the Appeal Board in the case of Change Number 4. (b) New noise surveys have been undertaken and the area recommended for protection against aircraft noise has reduced. Therefore Change Number 24 is introduced which replaces the proposed Rural 1 and 2 zones with the Rural General Zone (which resulted from Change Number 4) and the Change also defines an area within which any dwellings or additions permitted will be subject to the provision of insulation against aircraft noise. The proposed change may be inspected at the Offices of the Council, 149 Main South Road, without fee by any person who so requires at any time when that office is open to the public. Forms for submissions and objections (Form C) are available at the Council Offices.

Submissions and objections to the proposed change or any part thereof may be made by any body or person affected or representing some relevant aspect of the public interest. Submissions and objections shall be in writing on Form C prescribed in the Schedule to the Town and Country Planning Regulations 1978 and snail be lodged at the Office of the Council not later than September 19, 1979. At a later date every submission and objection will be open for public inspection and any body or person who wishes to support or oppose any submission or objection will be entitled to do so.
