President Carter’s sixpoint energy programme announced last evening aims at: —■ A goal of cutting 4.5 million barrels of imported oil a day by 1990. — Using Presidential powers to set for 1979 and 1980 oil import quotas designed to reduce imports even below the levels of 8.5 million barrels a day announced at the recent Tokyo Economic summit of industrial nations. — “The biggest peace-time commitment” of funds and resources in United States history to develop synthetic fuels.
— Getting Congress to require electric and other utilities to cut oil use 50 per cent within 10 years by switching to coal or other fuels. — The creation of an Emergency Mobilisation Board to cut through Government red tape to develop energy projects. — A “bold conservation programme,” by all states, counties, cities and Americans. Congress will be asked to approve SUSIO billion (SNZ9.9 billion) to further develop mass transit.
