'No’ to S.A.L.T.
The Senate Republican leader. Howard Baker, has announced that he will work to defeat the new Strategic Arms Limitation Treaty (S.A.L.T. II) unless President Carter and the Soviet Union agree to changes. His decision, more uncompromising than expected, was a blow to Mr Carter’s hopes of winning Senate approval of the treaty later this year. Senator Baker, a contender for the 1980 Republican Presidential nomination, told a press conference he was prepared to help negotiate amendments to improve the treaty, but said Mr Carter was apparently adamant in refusing to accept changes.—Washington.
