Gunmen open up at soccer crowd
NZPA-Reuter Tolosa, Spain ’ Gunmen have opened fire | on civil guards leaving a ’ football match in the Spanish town of Tolosa, killing 1 one and wounding another. 1 A 12-year-old boy was also hit twice by bullets in 1 the attack on the para-mili-tary civil guards who had 1 been on duty at the match 1 in the Basque town. 1 The police said the shooting bore the hallmarks of ; the basque guerrilla group, i E.T.A., which has already i killed 42 people this year in , its campaign to establish an I
independent Marxist State. Twenty-two of the victims were civil guards and national policemen. The Government had drawn up a 15-point programme to counter the E.T.A. offensive, which is believed to be aimed at disrupting official plans for a national referendum on a new draft constitution to be held on December 6. Details of the programme are secret, but informed sources said it focussed on increased protection for the police and better co-ordina-tion among security forces.
