NZPA-Reuter Washington The United States Government has begun proceedings! that could lead to the deportation of the former Viet- ] namese brigadier-general, Nguyen Ngoc Loan, who was photographed in 1968 firing a bullet into the head of a Viet Cong prisoner. The photograph of the execution, carried in newspapers around the world, had a profound impact on the American public, adding countless recruits to the, end-the-war movement. The execution occurred!, during the 1968 Tet offen-1 sive as American and South) Vietnamese forces were sweeping the streets of Saigon of Viet Cong guerrillas ’
who had attacked the Presidential Palace, the United States Embassy, and other targets. The Immigration and Naturalisation Service has confirmed that it has begun proceedings to rescind the permanent resident alien status conferred on Mr! Loan,
