Work to rule
Lower Hutt probation service staff are working to rule over their calls to the Justice Department for more staff to handle administrative jobs. They originally threatened to ban probation reports if a temporary j employment programme worker employed on administrative tasks was laid off after 21 months working with them. (PA).
