Public Notices COMMITTEE ON ANCILLARY LICENSES AND OTHER MATTERS ANY PERSON or organisation wishing to make submissions to the special Parliamentary committee to inquire into the operation of general ancillary licences and caterers licences under the Sale of Liquor Act 1962 and into certain other provisions of that Act, should make their intentions known in writing note later than Friday January 12, 1979. Submissions (30 copies) should be submitted not later than Wednesday January 31, 1979. The Terms of Reference the Committee are to consider:syss(l) The law relating to general ancillary licence’s and caterers licences and its operation, and whether it adequately gives effect to the intention of Parliament in creating hose licences in the Sale of Liquor Amendment Act 1976. (2) The circumstances in which sports clubs should be authorised to sell liquor, and in particular: (a) WHETHER THE SALE OF LIQUOR SHOULD BE ANCILLARY TO A PARTICULAR SPORTING ACTIVITY: (b) whether and in what circumstances sporting organisations should be able to sell liquor to their members and guests at social gatherings irrespective of whether those persons have actively participated in a sporting activity, or whether those gatherings are preceded by sporting activities; (c) The hours of sale available to sports clubs under general ancillary licences, including Sunday sales: (d) the implications for other licensees and chartered clubs, and for the public, of any extension of the law permitting the sale of liquor by sports clubs. (3) Whether the legitimate needs of sports clubs can most appropriately or conveniently be met under the general ancillary licence or whether a separate form of licence or charter should be created for sports clubs and, if so, what its scope and incidence should be. (4) Whether the standards being imposed on the holders of general ancillary licences by health and fire authorities and local bodies are excessive or unreasonable and if so what remedial action is required. (5) Whether the current annual licence fee of $l5O for a general ancillary licence is appropriate, and in particular whether it is desirable and practicable to provide for a graduated fee related to the size of the organisation concerned. (6) The circumstances in which organisations other than sports clubs should be able to obtain a general ancillary licence, and whether the pres nt law is adequately meeting the needs of such organisations of various kinds in accordance with the intention of Parliament. (7) Whether any changes are desirable in the law relating to caterers licences to meet the ends of the holders of such licences and of persons and organisations who may wish to obtain liquor from such licensees. ' (8) Whether the community cafe licence proposed by the 1974 Royal Commission on Liquor should be introduced and, if so, in what form. (9) The form in which the wine cafe licence recommended by the 1974 Royal Commission on Liquor should be implemented if at all. (10) current operation of extended hours and i special permits, whether current practice accords with the original intent of Parliament and whether ■ there is a need to revise these permits, and if so, in what manner.
