He invited those who may be wondering whether their consciences will allow them to take part in these athletic manifestations in Moscow to take into account the following considerations, which I quote: ‘‘Unless the Soviet Union changes its policies, Shcharansky, Ginsburg, and many thousands of other Russians will still be rotting in labour camps, while the Olympic Ideal is being celebrated in Moscow.
