Clutha report ’contrary to spirit'
The preparation of an environmental impact report on the Clutha Valley hydro scheme was contrary to the spirit of such procedures when a scheme was already under way, Clutha Action (Christchurch) has said. The Commission for the Environment had only one question to answer — whether the valley should be used for hydro-electric power, according to a Christchurch spokesman (Ms Jennifer Dixon). If it tried to answer other questions, “it will only serve to assist those Government departments and private companies promoting the project.”
Publication of a scheme audit would serve onlv to justify the scheme’s choice to the public.
Ms Dixon said that an environmental impact report on Clutha development had already been published, in 1975.
