Box 2126, Christchurch. < 54019 MINISTRY OF FOREIGN AFFAIRS WELLINGTON BILATERAL AID PROGRAMME: WESTERN SAMOA CHIEF FOREST OFFICER SENIOR FOREST RANGER FOREST RANGER THE MINISTRY OF FOREIGN AFFAIRS is seeking applicants under the New Zealand Bilateral Aid Programme for the positions of Chief Forest Officer, Senior Forest Ranger and Forest Ranger, for the Western Samoa Forestry Development programme. The appointments will be for a period of two years and the successful applicants will be replacing the present team of forestry personnel in December 1978 and January 1979. Remuneration will be on the basis of salary, negotiable with the Ministry of Foreign Affairs, and location and child allowances (where applicable). Air fares and transfer costs will be paid. Housing will be provided. CHIEF FOREST OFFICER The major responsibilities of this position include: (a) Planning and control of logging and general forest utilisation in close association with two sawmills. (b) The over-all administration of two reforestation projects, one on Savai’i and one on Upolu. (c) The supervision of a wood preservation plant and the associated logging of coconut stems. (d) Encouraging the use of Forestry and its combination with agriculture in the village development programme and generally promoting forest extension activities. (e) The training of staff. (f) The establishment of a National Parks and Reserves system for Western Samoa and liaison with external agencies on conservation matters. (g) Negotiations with local authorities on questions of land acquisition, lease arrangement, etc., and generally promoting an awareness among the public of the importance of forestry to Western Samoa economy. The successful applicant would be expected to make a brief familiarisation visit to Western Samoa in August this year. The appointee will be based in Apia and will be responsible to the Director of Agriculture and Forests. He should expect to travel between Upolu and Savi’i and be prepared to work substantially longer hours than would normally be expected. SENIOR FOREST RANGER The appointee will be based on the reforestation project at Asau on Savai’i where planting is being undertaken on both State Forest Land and Customary Land. Duties will include: (a) To plan, organise and control all forestry operations on the Savi’i reforestation projects from land preparation'to establishment, tending, logging, etc. (b) The supervision of staff and workers under his control providing or arranging appropriate training ensuring the welfare of staff and reporting on their performance and potential. (c) To prepare budgets for the annual working and development programmes, initiating and controlling the annual expenditure and maintaining records for this purpose. (d) Generally to protect and conserve the forest under his jurisdiction. The major thrust of activities on Savai’i is the supervision of logging, in close liaison with Samoa Forest Products, and the implementation of the reforestation project on both cutover land and unmerchantable indigenous forest. Candidates for this position would be expected to have supervision experience in logging supervision and the operation of the complex reforestation project. Experience in establishing and maintaining a nursery is essential. FOREST RANGER The appointee to this position would be required to assist the Senior Forest Ranger with murh of his work, particularly the operation of work study, rate setting, bonus payments and wages preparation. It is also highly desirable that candidates have a good background and ability to work with mecahnical equipment. Duties may be summarised as combining the responsibilities normally associated with the officer in charge and the 2LC. and station clerk of a small New Zealand forest.
