Only small numbers of voters’ have turned out as Italians began casting ballots in a referendum seen as -a test of the Christian Detnoc r a t i c-Communist Parliamentary alliance after the latest wave of political violence. The double referendum seeks a national decision on whether two controversial
laws should be abolished — one giving extra powers for; the police and the other pro-! viding public funds for poli- I tical parties. ,| The referendum proposals j for rejection of the laws are! expected to be heavily' defeated.
The low’ turn-out at the' start of the two days of vot-j ing was blamed on people, sleeping late after celebrat-j ing Italy’s World Cup soccer! victory over Argentina.
