A director of several) waste-disposal companies I has appealed against the Pa-' parua County Council’s refusal to allow filling of a) disused shingle pit with rub- I bish so that it can be devel-i ;oped for industrial use. The area is bounded by Boston Avenue, Halswell Junction Road, and Springs Road. The appellant, Mr A. M. Rhodes, is the director of Waste Management, Ltd, Binmasta Disposals (1976), 1 Ltd, and A. M. Rhodes, Ltd. The hearing of his appeal; to the Town and Country Planning Appeal Board! began yesterday. Counsel for' the appellant (Mr C. B. Atkinson) said that the comjpany, A. M. Rhodes, Ltd, 'had already filled 20 acres • of the disused pit which was j zoned industrial C, and had i gained approval for an [industrial subdivision there. I Mr Rhodes planned to fill' the remaining 30 acres with' general rubbish and had applied to the Paparua,
'County Council for a specified departure to do so. However, that had been refused because, the council’s I district scheme made no (provision for disposal of ! rubbish as a predominant I use. although it permitted , hard fill. Mr Atkinson said that a . consultant would give evidence that the pit could be 'sealed to prevent co.i- , tamination of underground i water. It was very unusual ■for groundwater levels to 'reach the base of the pit ) If the company were perhmitted to fill it with general !! rubbish, valuable industrial Eland would be ready tot development within five years. If it had to meet county stipulations and usc'hard fill, it would take 25 ' years to prepare the land. Mr Atkinson said. !'
