Planting problem
Lack of consultation over landscaping of Brighton Mall was. deplored by the Christchurch City Council’s parks and recreation committee.
While the works department did the planning, councillors said, the parks department was left to do the planting in facilities that some people said were unsuitable for the site. The Director of Parks and Recreation (Mr H. G. Gilpin) said his department did the best job possible under the circumstances/
