Sweeping new S.A. defence bill

Broad powers for the! South African Defence Min-; ister to control strips of land inside the country’s! borders are proposed under! a bill published in Cape; Town on Thursday. The bill would give the! iMinister — at present Mr Pieter Botha — the right to order the land to be prepared for defence without permission of the owners. The Minister could order the cutting down of trees and the demolition or construction of buildings. The State would not be liable for damage caused under the measure, and anyone opposing the Minister’s actions could be prosecuted. The bill also raised the maximum jail sentence for failing to report for compulsory military service to 36 months from 15 months. Opposition members of: Parliament earlier joined the Government in supporting; another bill aimed at ensur-j ing that immigrants perform.' military service. It lays! down that new immigrants!
