FERRY ROAD GqElqQql3 AUTOMA TIC CA R WASH H2448 Paparua I County Council TOWN AND COUNTRY PLANNING ACT 1953 PROPOSED CHANGES TO THE OPERATIVE DISTRICT SCHEME UNDER SECTION 29 OF THE ACT PUBLIC NOTICE is hereby given that pursuant to a resolution of the Paparua County Council made on February 7, 1978, the Council has resolved to initiate the following changes to the Operative District Scheme under Section 29 of the Town and Country Planning Act 1953. The following is a summary of the proposed changes:— CHANGE No. 17—INTRODUCE SIGN ORDINANCE—The Standards Association of New Zealand have recently revised their Model Bylaw controlling advertising signs. Other than applying for a building permit and matters relating to the construction of signs, all other controls of advertising signs are now to be placed in the District Planning Scheme. The Paparua District Scheme at present contains very little control over advertising signs. The proposed change is to alleviate that situation. The change allows for signs of certain sizes in certain instances (e.g. professional doctors in residential areas) but also lists a number of criteria on which individual applications for signs would be judged. Where any permit for a sign is refused the applicant would have the right to apply for one or more of a number of special applications (dispensation, written application for reconsideration, conditional use). CHANGE No. 18—AMEND ORDINANCES RELATING TO ACCESSORY BUILDINGS AND INTRODUCE CONTROL OF HEIGHT OF BUILDINGS BY RECESSION PLANE—This change is basically intended to tidy up one or two of the aspects of the existing District Scheme which are at present causing problems or involving a large number of dispensations and are regarded as a temporary measure pending the forthcoming review of the District Scheme. The change deals with two main matters. Firstly it amends the Ordinances relating to accessory buildings because the scheme as at present written tends to be unduly restrictive and has led to a large number of dispensation applications. The second main change is to introduce a recession plane on the boundaries around residential sites, in order to control the location of buildings in accordance with their height. The recession plane is designed such that accessory buildings up to a height of 2.5 metres can be sited on the boundary and there is then a 40 degree recession plane inclined inward from the horizontal. CHANGE No. 19—INTRODUCE RESIDENTIAL ZONE IN TEMPLETON EXTENSION—This change is to rezone an area at Templeton which is at present zoned Rural (Deferred Residential Post 1976) to a Residential zoning. CHANGE No. 20—DESIGNATE LAND FOR CENTRAL CANTERBURY ELECTRIC POWER BOARD—Pursuant to a requirement of the Central Canterbury Electric Power Board this change designates land behind the Board’s offices on the Main South Road to provide for the administrative, maintenance, storage, reticulation and control and ancillary functions of the Board. Details of the changes have been deposited at the office of the Council, 149 Main South Road, in accordance with Section 30A(4) (a) (ii) of the Town and Country Planning Act and shall be open for inspection without fee to all persons interested therein at any time when the above place is open to the public. Objections to the changes or to any part thereof shall be in writing on Form E prescribed in the First Schedule to the Town and Country Planning Regulations 1960, and shall be lodged only at the office of the Council at any time not later than 4 p.m. Friday. April 7, 1978. At a later date every objection will be open for public inspection, and any persons who wishes to support or oppose any objection will be entitled to be heard at the hearing of objections afte- he notifies the County Clerk in writing within the period of which public notice will be given.
