This open culvert at the corner of Innes and Philpotts Roads is causing concern to nearby residents and the anger of a Christchurch City Council transport worker. He lifted a three-year-old girl draped across the concrete stringers earlier this week after her tricycle ran down the slope from Innes Road into the drain. The worker declined to give his name. “I'm not interested in heroics—I only hope something will be done before it is too damned late,” he said. The wire netting precaution on the left of the culvert has also collapsed with age and did not stop her tricycle from falling into the water. The culvert is completely fenced along Philpotts Road but is dangerously accessible from Innes Road as shown in the photograph.
