This type of development by default is too common in Christchurch, and leads to the social and economic future of our city being determined by the short-term gain of property developers. So long as the city is governed by these same property developers, who in many cases do not even live in Christchurch city, this situation is unlikely to improve. The future of Christchurch must be planned by repre-
