Marcos forces release 462
NZPA Manila The Philippines military released 462 martial law detainees on Saturday, furtherj indicating that President; Ferdinand Marcos was hold-J ing to his recent promise to' provide amnesty to de-; tainees. Mr Marcos’s declaration came last Monday in the keynote address to the world law conference in Manila. He emphasised in the speech! that human rights were| being observed in the Philip-,-pines and he announced al relaxation of his near dicta-! torial powers. One of the prisoners released was a suspected communist who claimed that; national police investigators' had cranked a generator to! send electric shocks into his
sexual organs. Captain ■ Teofilo Salazar, chief of the Philippines constabulary administration for detainees ioperations centre, said 72 of I those released were political ! prisoners he described as security detainees. At the constabulary’s i Bicutan rehabilitation centre, Brigadier-General Hamilton Dimaya, the armed forces judge advocate-general, told 202 newly freed prisoners | they were subject to re- | arrest if formal charges i against them were filed in civil courts. I Each of them was made to pledge that “I will not join or support, directly or inj directly, any subversive organisation . . .” General 'Salazar said 11 of the 202 i prisoners were political prisoners.
