Change of mind on Lincoln land use

The Ellesmere County Council has changed its mind on conditions for a proposed 23-section residential subdivi-

sion at Lincoln for Mr C. E. F. Brownie. Last month, the council, because of sewage-disposal problems at Lincoln, put a ban on subdivision, except in the case of those proposed by Mr Brownie, the Housing Corporation and Mr J R. H Giltrap. The council then asked these subdividers to pay a “fair and reasonable” share of the costs of new sewerage headworks. On Monday, the council received an offer from Mr Brownie to pay $l5O a section. Cr H. G. Stephens said the council should not hold up

all Lincoln development until the sewage-plant extensions had been settled. “The offer is made. Do you want Io accept it?” asked the chairman (Mr W. E. Walker). “It's $3OOO on 20-add sections.” The County Engineer (Mr G. 1... Tapper) said there was an objection by the Institute of Agricultural Science to the zoning proposed for part of Mr Brownie’s land. When Cr N. J. Brown said the council did not know the costs because the Regional Water Board had not set discharge standards, Mr Tapper said the board would have a hearing in February or March. There were two objections to the council’s application for a treatment plant discharge permit. The County Clerk (Mr G.

R. Singleton) said that the] council's planner, Mr I. Dalton. had pointed out that Mr Brownie's land was open farm land, largely good soil, and that was the basis for the institute’s objection to the proposed zoning. Mr Tapper said the land; was zoned residential, but' the council's planning scheme: was not operative and only; proposed zonings. Told that another report! was coming from Mr Dalton.; tl.e council, on the motion of Cr D. H. Goulden, decided to ask Mr Brownie to apply for a change of u..e permit.
