The protest, to support a demand for wage increases 'after a rise in Metro fare’ involved more than half of I Madrid’s underground labour .force in a strike regarded as a test case in labour relations for the new Government of the post-Franco era An emergency Cabinet meeting last night issued a communique threatening to make the strikers subiect to military discipline, but it padded that negotiations over 'the dispute were still m progress The Government has adopted a hard-line attitude towards the dispute, which daily affects about 1.5 •million Metro users.
