( But — as a stop-gap ini case the loans prove inade-1 quate — the House passed, 373 to 29, a bill to amend the bankruptcy’ laws to make it feasible for a city the size of New’ York to file for bankruptcy before a Federal Court. The House Judiciary Com-! mittee said that existing law, ( unchanged since 1937, was! “hopelessly archaic and un-j workable.” President Ford had proposed revisions along the lines the House adopted, but applicable only to the nation's six cities of over one million population.
