‘Cut’ out of P.O. contract

(N.Z. Press Association) NEW PLYMOUTH. Surprise that a middleman had got a “cut*’ out of a Post Office maildelivery contract was expressed today by the No. 6 Transport Licensing Authority (Mr E. C. Campbel!) at a hearing in New Plymouth. The Authority heard Minis[try of Transport evidence that [a Stratford man had “subicontracted” his contract to at [least four persons since 1965. The Ministry’s investigating officer (Mr B. G. Bougen) isaid that Mr C. W. Jury had [breached his continuous’ [passenger-service licence by i allowing other persons to [carry out the authorised services. Mr Bougen said Mr. Jury had two vehicle authorities land could carry in the No. 116 district mail, newspapers, [and parcels not exceeding [2Blb. Mr Jury had sub- ; contracted the Lowgarth [mail-delivery to Mr and Mrs [S. C. Kelly, who ran it for [five years. The latter couple [confirmed that they were ■doing the work, although [there was no written con- | tract. They had to pay all ;expenses on the vehicle and [were paid with a monthly; [cheque by Mr Jury. Mr Jury told the Authority that his accountant had told him that what he was doing! was all right. He had no idea he was not allowed to work this way. until two or three months ago. Since then, an agreement had been prepared by him and the Kellys. Mr [Jury said that he had retained [a small amount of the con- ! tract money. The Authority said he was i surprised that the Post Office, [as a Government department, [would pay sufficient to allow [four persons to get money out of the contract.
