President Park Chung today revived an emergency decree outlawing opposition to the 1972 Constitution, which gives him unlimited power. The decree called for no less than a year in prison for anyone who opposes the Constitution or publishes criticism of it in the mass media.
Such a decree was issued in January, 1974, but lifted last August after students, politicians and clergymen were convicted under it. N.Z.P.A.-Reuter said that the decree also prohibits fabrication and dissemination of falsehood or false presentation of fact. It bans student assemblies, demonstrations or any other activities which “interfere with politics” and public defamation of this decree.
The decree provides that in addition to gaol terms, suspension of civil rights for more than 10 years can be imposed on violators of the decree.
