The Israeli Prime Min-ister-designate, Mr Yitzhak Rabin, is confident of forming a Government this week, but he may have a majority of only one, or even a minority Government with an uncertain life-span. Leaders of his Labour Party are predicting that he will succeed in forming a Government this week: the party’s Central Committee of 610 members meets tomorrow to decide the make-up of the new coalition.

One possibility is a partnership with the Independent Liberal Party, whose four seats would give Mr Rabin only 58 of the 120 seats in the Knesset (Parliament). The I.L.P. said yesterday that it preferred not to be in a minority Government.

Another is to invite the Civil Rights Movement, which has three seats, giving the coalition a one-seat majority, but key Labour leaders — including the caretaker Prime Minister, Mrs Golds Meir—oppose that because of a personality clash with C.R.M. leader, Mrs Shulamit Aloni.
