The Senate Watergate C ommittee investigators have alleged that the United States Internal Revenue Service put "frustrating and debilitating ■roadblocks" into their investigation of industrialist Howard Hughes’ $1 SIOO.OOO Presidential campaign contri bution. in 1969-70. The accusation is contained in a nine-page memorandum sent bv the committee's Assistant Chief Counsel (Mi Tern Lenzner) on April J 5 to committee members. The Associated Press has obtained access to the memorandum It also raises questions about the Government tax collection agency's own investigation oi the multi millionaire’s contribution, (which began late in 197”.
