The United States has quietly elevated the level of her representation at the Geneva Conference on European Security and Co-opera-. tion by appointing a fully-’ fledged ambassador as the head of her delegation: the Ambassador to Czechoslovakia (Mr Albert Sherer) plans to commute between Geneva and Prague. With 11 years experien-e in various Communist countries, Mr Sherer has a reputation of being a tough negotiator.
The former Secretary of State, Mr William Rogers, represented the United States at the formal opening of the conference in Helsinki last July, and Mr George Vest, a senior Foreign Service officer, took over when delegations from 35 countries settled down in Geneva last September to negotiate an East-West agreement which would, in effect, end the cold war. Mr Davis Boster, another Foreign Service officer and deputy head of mission at the United States Embassy in Warsaw, succeeded Mr Vest when that officer was appointed State Department spokesman.
