Guidance wanted from Kissinger
(N.Z. Press Association-Copyright) TOKYO, November 14. The United States Secretary of State (Dr Henry Kissinger) arrived in Japan from China today for talks with Japanese leaders who are worired by a mounting crisis in oil supplies from the Middle East, the Associated Press reported.
Dr Kissinger, fresh from new diplomatic policy initiatives in Peking, was met by the Foreign Minister (Mr Masayoshi Ohira) when his special plane landed after a flight from Peking and Shanghai. Mr Ohira earlier told journalists at the airport that the Middle East conflict and resulting oil shortages would be at the top of the two-day agenda for the Kissinger visit. “It is a problem I think about day and night,” he said, adding that the Japanese Government was confronted with a total change in its economic policy as a result of the curtailment of Arab oil shipments. He said that he would ask Dr Kissinger “for guidance” in the delicate moves toward'
the Arabs and Israel which the Japanese now are considering. Saudi Arabia is reported to have told Japan that if it does not break relations with Israel, it will continue to receive a reduced amount of oil. Dr Kissinger was accompanied by the United States Ambassador to Japan (Mr Robert Ingersollen), the new nominee to be Assistant Secretary of State for East Asian affairs. Dr Kissinger made no statement on his arrival at Tokyo airport. After shaking hands with Mr Ohira, he went immediately with him to awaiting cars and drove to his Tokyo hotel headquarters. Tight security precautions were in force within a fivemile radius of the airport,; police roadblocks being set! up. There were no incidents.
