After the swearing-in of the new Cabinet, Mr Kirk said that there had been a number of “state-of-the-nation messages” in the last few days saying that the economy was now turned on. “It need never have been turned off,” he said. Mr Kirk said he was surprised that, "even at this late stage,” some thought money was more important in the bank than providing 180 beds needed at Wellington Hospital. For a Labour Government, people came first and money second, and every member of Cabinet was pledged to this. The needs of the family, and social advancement were a prerequisite to economic advancement, he added.
