Consolidation process In recent years, a significant amount of development had occurred not only on the periphery of the city, but in the inner urban zone, the Christchurch Regional Plannning Authority’s regional planning officer (Mr F. S. Robinson) told the Special Town and Country Planning Appeal Board yesterday. This building work, he said, indicated consolidation and re-development by “in-filling” and the re-use of urban land. An analysis had been made of the housing element in new development to find out how much was the result of large sections being subdivided, old houses being replaced by flats, and the like, and how much came from the use of “new land.” The authority had found that 4687 detached houses and 863 double and multipurpose buildings had been built on new land, while 1396 detached houses and 2724 multi-unit dwellings had been built on redeveloped land. Mr Robinson said that the amount of “unused” land that changed to urban use between 1966 and 1972 was 1812 acres.
