(N.Z. Press Assn.—Copyright) LONDON, Nov. 1. Anti-skyjacking measures, a vote on the Ulster border issue and an “overriding concern” for the economy, were among key points of Government policy outlined by the Queen at the State opening of Parliament yesterday.

The Queen, who rode in state to Westminster, specifically referred to 19 bills in the speech which opened the nineteenth Parliament of her reign.
