Soldier claims damages

One of the 20 Belgian soldiers alleged to have been tortured by six paratroop commandos—one an officer—during a N.A.T.O. exercise, has announced that he is claiming damages of 200,000 Belgian francs (about $4000) under the European Civil Rights Convention.
